ANME cooperates within the framework of multilateral cooperation with international financing institutions to support, in the form of grants or loans, projects and programs for Energy Efficiency and Renewable Energies as well as capacity building for staff skills in the field of Energy Management and the preparation of feasibility studies for such projects. Some institutions include:
World Bank:
The World Bank has provided technical assistance and general oversight of several projects in the energy sector in general and particularly in energy efficiency.
- 1 - Partnership for Market Readiness (PMR)
The objective of the PMR is to provide capacity building, technical assistance, and grants to initiate the development of carbon markets. In order to establish favorable conditions for the emergence of a carbon market as an additional source of funding and a tool to encourage investment in low-carbon development technologies,
- Implementation period: first phase (2017-2019) and second phase (2018-2020)
- Total project cost: 3.1M USD funded by the World Bank and financially administered by UNDP.
- Responsible unit: Directorate of Studies and Planning (DEP)
- 2 - Energy Sector Reform Plan (TUNEREP)
- This project aims to establish favorable conditions for the restructuring of the energy sector (institutional reforms, accompanying measures, investment mobilization, ...), to improve the country's energy independence through: strengthening energy demand management, increasing energy resources, and exploiting the potential of renewable energies to diversify the energy mix. Implementation period: 2014-2019
- Total project cost: 3.836M USD financed by the World Bank / The OPEC Fund for International Development (OFID) and administered by the World Bank.
- Responsible unit: Directorate of Studies and Planning (DEP)
- 3 - Establishment of technical assistance for the World Bank's "Industrial Energy Efficiency and Cogeneration" credit line
- Implementation period: 2011-2016
- GEF contribution: 2.5 million USD (grant) Global Environment Facility (GEF):
Integrated policies to accelerate market transformation for advanced high-efficiency lighting
- Objective: The project aims to promote the rapid transformation of the Tunisian market to energy-efficient lighting technologies, thus reducing electricity demand and consumption related to greenhouse gas emissions.
- Implementation period: 2018-2021
- Responsible unit: Directorate of Rational Use of Energy (DURE)
United Nations Environment Program (UNEP):
A financing agreement between ANME and UNEP is being signed. This agreement concerns the realization of a study on the analysis of energy, environmental, and social impacts of fleet electrification in Tunisia.
A memorandum of understanding was signed in 2004 between the Italian Ministry for the Environment, Land and Sea "MIETM", ANME, and the United Nations Environment Program (UNEP). This agreement describes a financial support mechanism integrating the interest rate subsidy facility for solar water heating initiated by UNEP with the capital subsidy facility initiated by ANME under MEDREC.
In 2004, UNEP contributed to the implementation of a pilot project in Tunisia, aiming to establish a partial guarantee fund for consumer loans intended for the acquisition of Solar Water Heaters (SWH). This pilot project aligns perfectly with the Tunisian government's strategic directions to develop the use of SWH.
United Nations Development Program (UNDP):
UNDP has provided support to the National Agency for Energy Management (ANME) for two decades through the realization of several cooperation projects in the form of technical assistance in the field of Energy Management.
